For the last three years, the FAA has become obsessed with the notion that aircraft owners may have stolen operational control from the charter operators with whom they do business. To that end, Operations Specification A008 has grown from a simple sentence to several pages of new concepts of preserving, protecting and exerting operational control. The owner’s rights in selection of pilots, insurance, flight approval and maintenance facility are reviewed.
