FAR Part 135 covers primarily on-demand charter, while most scheduled operations fall under Part 121. In the days before the Internet, no one seemed to have difficulty knowing the difference between “on-demand” and “scheduled” operations. These days, the difference is not black and white. Empty leg sales and putting on-demand passengers together on the same flight is sublimely gray.
