Since 1981, Part 125 has governed the operation of large airplanes with a seating capacity of 20 or more passengers or a payload of 6,000 pounds or more when used for any purpose other than common carriage. The FAA built flexibility into Part 125 by including deviation authority in Part 125.3. Currently, the FAA is concerned about how to deal with operators of these aircraft that hold full letters of deviation from Part 125.
